The Labor Market status and the quality of technical and vocational education affects more or less all fields of a society, all the people and all the acting civil and political institutions.
That’s why a broad and sustainable forum of responsible local actors should take influence on a well-accepted and coordinated development of labor market structures and on the application of instruments and measures to anticipate labor market trends as far as possible.
According to this the main goal of the LET Councils will be to initiate, to steer, to promote and to support the development, implementation and improvement of labor market instruments and measures to create a modern society that guarantees an equitable participation in social and professional life, wealth and prosperity to all people and institutions on local level. In this concern TVET as a very important activity field should be integrated.
The LET councils also should guarantee the exchange of experience, proven instruments and measures between the Palestinian areas as well as between political decision makers on local and national level. They will play a relevant role in the identification of trends, needs and challenges of the labor market and technical and vocational education the political and social partners have to react on.
So the LET-Councils as non-formal local bodies play a key policy role in the local perspective discussion of labor market and employment as well as self-employment issues and in the process of successful and cooperative communicating and acting of economic and social partners to achieve an overall development in close relationship and orientation on the National Development.

The goal of forming the Local Employment and TVET Councils (LET Council) is to advance the local labor market and the local technical and vocational education sustainably, to propose jointly the appropriate interventions needed and to reach a mutual understanding between the economic and social partners about the essential issues related unemployment, employment and self-employment creation.

So the tasks and objectives of the LET Councils include:

  1. Initiating, supporting and monitoring new labor market instruments to improve the local employment services and other relevant institutions and organizations to avoid, combat and reduce unemployment and poverty
  2. Initiating, supporting and monitoring the implementation of a modernized unique TVET system and the improvement of TVET institutions in order to guarantee a high motivating and  professional technical and vocational education standard towards lifelong learning and labor market needs
  3. Advancing a common understanding among social partners regarding unemployment, employment and self-employment issues
  4. Activating the social and economic partners in taking over responsibilities for social development, improvement of the labor market and social equity
  5. Offering a platform for all relevant and interested institutions and enterprises to discuss and develop ideas for further improvement of the labor market policy from the local point of view and to be a reflecting organ for decisions makers on national level
  6. Supporting the governmental and non-governmental labor market strategy and its action plans

The LET Council shall operate tightly with the political decision makers as well as the social partners in its area. That’s why the following structure is suggested:

Members:

  • Governmental offices in the region representing the ministries, especially the Ministry of Labor and the Ministry of Education and Higher Education
  • City administration representatives
  • Local development agencies
  • Chambers of Commerce and Industry
  • Employer’s institutions
  • Unions of employees
  • Vocational Education and Training institutions (private and public)
  • Institutions and organizations working in the field of employment, self-employment and development
  • Institutions and organizations working in the field of small and medium  sized enterprises

Organisational structures:

The LET Council should be tightly supported by governmental structures, the local authority or a sustainable working local partner with

  • Office allocation and
  • back office services
  • a steady available contact person and a
  • fully-equipped work station including telephone and internet.

These working facilities surely can be contributed resp. supported by certain partners as agencies responsible for labor market development programs and others.

For realizing the detailed activities to promote and develop labor market and technical and vocational education issues the LET Council will use the services of appropriate and experienced local partners.
